Anyone familiar with Amazon MWS Development?

I’m starting a project where we’re going to need to push and pull data from Amazon Marketplaces. We are not a seller, nor do we have a seller account we can use at the moment. From everything I have found and read, I am having some trepidation with actually continuing the project. What I found was: Amazon requires a legitimate seller account to recieve developmer credentials. A seller account is a minimum of $39.99/month. Amazon does not have a development/staging/sandbox environment, and everything goes to your live store (seller account). If you do not have actual products for sale in your store, your account will be shutdown or terminated. You are not allowed to make “test orders” with “test products”. This is a huge issue because we want to import order data from the Marketplace. If you do not meet a minimum threshold of products or orders in your store, your account will be suspended. This sounds like absolutely hell for developers, and I have no idea how anyone has been able to work with this. Has anyone worked with Amazon MWS and found ways around this?
