Starting a Small Business!

I’m starting a small online business- essentially an online thrift store specializing in gently used, unique and designer baby clothes and other baby items. Everything that I have read thus far is very confusing and often contradictory- can anyone give me a basic idea of what I need to do to keep my small business legal? Do i need a license? Do I need to file taxes for my business even though I am the sole proprietor and do not intend to form an LLC?
